During the ceremony, Mr. Tsengel.Ts, State secretary of MNET, has mentioned that “Land, its subsoil, forests, water, animals, plants and other natural resources are only in possession of people and state protection. Citizens have right to live in healthy and safe environment and to be protected from environmental pollution and ecological imbalance, stated in the Constitution of Mongolia. Therefore, rangers who met with requirements of law on Natural environment have been granted with right of inspector on natural environment inspection. But, due to low number of job position and lack of ability, administrative conflicts have not been reduced. In the other hand, insufficient coordination of organizations has also affected and mutual cooperation needs to be strengthened.”
Mr. Tsagaankhuu, the Chairman of the GASI, mentioned that both sides need to implement preventive and enlightening activities in order to protect natural environment. By signing the Memorandum, mutual cooperation will be expanded in the direction of development of law and legislation on natural environment sector and enforcement of law implementation. Particularly, many activities such as to develop policy on natural environment sector and its legal environment, intensify joint inspection, demonstrate legislation, rules and standards to state inspectors and rangers, and provide necessary information for implementation of mutual function will be carried out.
